Issue Importing GPOs to Test Domain

I am attempting to import the GPOs to a Test Domain to create a test area to try GPO changes. The issue I am running into is when I Import the GPOs the users I create with domain admin rights lose them even though there is no Policy in place on production that should cause this to happen.

I'm using CreateEnvironmentFromXML.wsf, CreateMigrationTable.wsf and CreateXMLFromEnvironment.wsf scripts to import the GPOs.
