2008R2 domain: Software Installation policy applies to Windows 7 but not to XP machines.

When trying to deploy new Java patch, Windows 7 machines would pick up the patch right away while Windows XP machines would just skip over it with following error.

Looks like permission issue, but they are same (default) for Win7 machines and apply fine. Domain controller, XP and Win7 machines are all on the same subnet and same physical network. What should default security permission look like?

Any idea?
