Computer GPOs not applied unknown reason

I have a serveral client machines that are not able to apply their computer Group Policies.  The user policies are applying successfully.  When i do a gpresult, i recieve the message "Filtering: Not Applied (Unknown Reason)" for EVERY computer policy that should be applied (some still list as empty or filtered for other reasons like normal).

All of the machines are the same hardware and built on the same image.  XP Service Pack 2.  Their are Tangent miniPCs if anyone is familar.  

I tried moving one of the machines to a different OU, which has far less Policies to apply, and i get the same result.

Any ideas on narrowing this one down!?
