Why does local group policy show up twice in RSOP/GPresult on Windows 7?

After running an RSOP or a GPResult, local group policy shows up twice, only in the User Configuration:

Applied Group Policy Objects
    -----------------------------
        BD - Proxy - Piscataway (Colo) - PAC ges.bdx.com - Computer Loopback
        Local Group Policy
        Windows 7 - User Configuration
        User Configuration - Microsoft Office 2003
        Internet Explorer 8 - User Configuration
        Local Group Policy

Why would this happen and why is it second in list of precedence?
