This problem has been occouring since the christmas holidays, there's been no issue for almost 2 years constant use of windows 7 throughout my domain (Entirely windows 7 + Server 2008R2) but this randomly cropped up in Janurary with no other changes having been made....
PCs can spend anywhere from 30 seconds up to 30 minutes or longer sat on "applying computer settings..." before giving the Ctrl+alt+del screen.

I've got 3 hotfixes to try, but the fact this is so random, and patchy it seems like it could be an issue on the network rather than a bug? I've checked DNS and that's fine, DCs are all reporting happy etc. The only thing i remember doing before Xmas that's related to group policy loading is when i was testing some windows 8 policy definitions.
