disable non bulit in local users via group policy on client machin

Hi

I have windows 2008R2 DC and my furest functional level is 2008 ,and all client machin in my domain  is windows 7.

I want to manage Local users on all my client machin in domain via group policy.

is there a group policy or secure and standard solution to  disable non bulit in local users which is created explicity by local client on their Client machin  ?
