We have deployed a new AD running microsoft windows 2008 server R2 and have joined about 500 pc to the domain. We have encounter problem when user try to access our APPS where the APPS takes at least 5 minutes to just inserting a 500kb jpg files. After troubleshooting for weeks, we decided to run wireshark and we gound out that we have encounter "bad tcp" error. After googling around, we found many have the similar problem and it cause by the "windows auto-tuning" things that existed since Windows VISTA. To make our APPS works, we run "netsh interface tcp set global autotuning=disabled" and it solves the problem. We even tested with a big jpg files.
My first question is, how to create a GPO such that any pc (existing) or newly joined to our domain pc will get the changes?
My 2nd question is, how do i create a userthat have only installation rights on every pc that we have joined to domain, but have no rights on login to the AD to make changes in the AD?
