Cannot Delete File from All Users Desktop - GPO

Hi, I have a GPO created which creates a file on All Users Desktop and deletes a file (the old file is "ver1.3",
new file is called "ver1.4"

The file creates no problem but i cannot delete the old file. Its is set as

Action - Delete

Delete file: C:\Users\Public\Desktop\IT Disaster Recovery Plan 1.3.pdf

Error on GP result Error: Result: Failure (Error Code: 0x80070002)

Really canty work this one out, any ideas? The file named 1.4 creates no problem
