gpresult says: Computer Configuration Disabled while GPMC is configured with user + computersettings enabled

Hello all,

I'm deploying a RDS Services test deloyment on a 2012 server.

My DC is a 2008 R2 server and at 2008 R2 functional level.

I'm looking to deploy a group policy with loopback policy processing enabled.
I created a simple GPO that has loopback policy processing enabled and that has 1 user setting enabled:

Next I made sure that both user & computer configuration was set to enabled:

I then applied this GPO to the OU which I created specifically for RDS servers and did a GPupdate /force + reboot on my RDS server.

I then logged in with a testuser account and noticed that the user setting wasn't applied.

I performed a "GPRESULT /USER useraccount /SCOPE COMPUTER /h c:\temp\report.html"

and noticed the following reference:

The group policy GUID which is mentioned is the one from my RDS User Settings.

It supposedly has Computer Configuration Settings disabled, while this is clearly not the case.

What could be causing this?

Any pointers in the right direction are much appreciated!
