I am testing turning off background refresh of Group Policy on a few computers and am having an issue with the setting working as I believe it should. My test GPO with this setting is being applied to the test computer and a RSOP on the computer shows the setting has been applied (Turn off background refresh of Group Policy - Enabled), however, I'm seeing eventid 4016 and 5016 (among others) written to the Microsoft-Windows-GroupPolicy Event Log while I'm logged in.
Are there other Group Policy settings that could be conflicting with this setting or overriding it? Or another setting I need to configure in conjunction with this one to stop policy processing when a user is logged in?
