GPO create shutcut

Hello, Expert,

create shortcut by GPO on "user configuration".

on the  beginning, I create the GPO, and found shortcut not created on desktop. and error message as "The system cannot find the file specified" ID 4098.. then I setup the target folder security permission to give everyone full control. found user A(Domian admin) get shortcut. when log off and swith user to B(also member of Domain Admin group). and shortcut not created on desktop.

log on again as User A. the shortcut disappeared.

please give advice.
