GPO Issue-Web sites in less privileged Web content zones can navigate into this zone set to Enable and Enable not pushing to clients

I was having an issue with a pop up every time my users tried to go to a trusted site, "The current web page is trying to open a site in your Trusted Sites list.  Do you want to allow this?"  I found that in GPO, I had "Web sites in less privileged Web content zones can navigate into this zone" set to Enable and Prompt.  I changed the setting in GP to Enable and Enable.  I ran gpupdate /force on both the server and client machines.  I rebooted both the server and the client.  I checked for any other place that might conflict with the GPO setting and found that this is the only place.  When I run rsop.msc and check the policy, it still shows Enable and Prompt.
