I exported the the PC "master" start layout using the command: Export-StartLayout –path <path><file name>.xml in Power-Shell.
I settled it in User Configuration > Administrative Templates>Start Menu andTaskbar>Start Layout
It didn't work, below the .xml file (I added manually the taskbar code)
