Edge Provision Favorites GPO

So, I have a problem with "Provision Favorites" GPO (for the simplicity lets stick to the Local Group Policy "gpedit.msc").

I'm trying to manage favorites for users ... "User Configuration\Administrative Templates\Windows Components\Microsoft Edge\Provision Favorites.

1. I created Favorites under "Favorites Bar" in Edge

2. I exported Favorites to file "D:\URLs.html"

3. I deleted the Favorites from the Edge

4. Only (ONLY) GPO I specified is "Provision Favorites"

I tried specifying the path as:

A) D:\URLs.html

B) file:///D:\URLs.html

C) D:\\URLs.html

D) file:///D:\\URLs.html

E) D:/URLs.html

F) D://URLs.html

G) file:///D:/URLs.html

H) file:///D://URLs.html

I) "SiteList"="file:///D:/URLs.html"

J) "SiteList"="file:///D:\URLs.html"

K) SiteList="file:///D:/URLs.html"

L) SiteList="file:///D:\URLs.html"

My reference:

As you can already guess, nothing worked. If I try to import the URLs.html manualy, it works.

Also, one more thing. I tried this on multiple computers. Also if I tweak any other GPO for the Edge (setting Startup Page, changing default search engine, anything ...) it works fine. But this "Provision Favorites" GPO or "Configure Favorites" GPO or "Keep favorites in sync ..." GPO simply doesn't work ... any GPO that has anything to do with setting Favorites simply won't work.

As I am trying this (first) with Local Group Policy, I suspect that changes should be visible in Edgeimmediately.

Version of Windows is Windows 10 1803.

So I would be very grateful if someone could help me, tell me what am I missing. I am not new to the GPO. I am seasoned Admin with 15 years experience managing GPOs and I can not figure this out (WTF, how hard can this be or am I an idiot).
