Allow users to create custom forms in printer (WinXP)

Hi,

Is there a better way of granting this privilege to a standard user ? Currently, we're using 'Load and Unload device drivers' setting to allow them to create custom forms.

I also found a hotfix here for this but is it possible via GPO?
