Group Policy not applying on Windows 10 Pro computers

I am having a problem which has popped up recently, where our windows 10 pro computers are not getting their User Policies applied by Group Policy.   The computer policies are getting applied.

This is only happening on Windows 10 computers.   It is not a problem on Windows 7 or Windows Server 2008 R2.

I have a Windows 2008 R2 Domain with 3 DC's.  Replication is working fine as far as I can see.

The result of this is that we cannot map printers or driver mappings.  These policies were running fine, and then just stopped running last month.

I have tried creating a new GPO, and linking it to the OU, but when running GPRESULT, it does not show these policies.

I have checked that UNC hardening is not preventing access to the SYSVOL or NETLOGON shares.  I can browse these folders fine.

Security and WMI filtering etc looks fine on the GPO's.    A windows 7 computer in the same OU works fine.

Strangely, when I logged into a brand new Windows 10 computer out of the box, the Group policy applied fine on the first login, but subsequently failed.

 
Does anyone have any further troubleshooting steps I can try?
