Understanding Local group policy vs Group Policy Management console

*My examples are based on Server 2016 and a mix of workstations running windows 7, 8.1 & 10. 

Hi, I'm looking to apply changes to all PC's within a domain using group policy. All located within a single OU. 

I understand I have to create group policy objects and then edit desired settings and apply to the OU containing all the workstations or users. 

What I want to know is how do I get the same settings that exist in Local group policy editor as when editing a GPO in the group management console. 

For example, in local policy editor I can navigate to computer configuration > administrative templates > windows components > internet explorer. I go here to edit internet policy settings on my own PC. 

In the group policy management console I create a new GPO. In the policy object settings I have computer configuration > policies > administrative templates > 'all settings' which contains nothing. There are no settings that can be changed.

My understanding is that templates have to be loaded in to the edited? I have tried this but cannot save to the SYSVOL/policydefinitions folder on the VM C:/ drive. I tried to load in internet explorer adml templates. Why do these templates exist locally on my own PC but not loaded into Group Policy Management Console?

If I want to change specific settings about internet explorer how can I do this without having to visit each and every PC? I want the GPO interface to be the same as Local policy editor where all the policies are laid out nicely. 

What am I missing here?
