Create Folder then Map Folder

I am trying to do the following with group policy:

1. Create a folder with %username% variable

2. Map the newly created folder to the Z: drive.

These functions are in separate GPO's.  

I understand the order of processing is Site > Domain > OU.

1. One is being applied to the Domain (folder creation) so that it will process first.

2. The second is being applied to the user OU (map the drive) so that it will process last.

Upon first logon of a user account, it will create the folder, but it attempts to map the drive first, which (With group policy logging turned on for folder preferences and mapped drives) logs an event error for mapping the drive before it logs the informational success of creating the folder.

If I perform gpupdate /force after a fresh logon the drive will be mapped.

My question is: Why is the order of policy processing being ignored and it is attempting to map the drive before creating the folder?

Is there a delay in processing that begins folder creation, then moves on and maps the drive, which completes faster than the folder creation?

Is there a way to delay the map drive and force the folder to be created first?

Just trying to avoid using a logon script and some of the handy built-in GPO features.

Thanks in advance to any answers that lead me on the right path.
