Can we restrict local administrator from folder sharing

Hello,

Want to know how i can prevent local administrator from folder sharing. If login with local administrator and create a folder then the that local administrator should not be able to share folder. sharing tab should get disable and only domain administrator can share the folder. Can we do that by GPO or is there any other way? Need help
