Setting Home pages in different OU's question

For our XP computers we used IEM to set home page but I want to discontinue using the IEM settings when creating group policies for Windows 7, IE9, and I know the IEM settings have gone away for IE10.

Here is what I want to do but not sure if this is the correct way to do this:

Set home page in topmost OU by using: User Configuration\Administrative Templates\Windows Components\Internet Explorer Disable changing home page settings and then including my home page link

--In other lower OU’s I need different home pages so I want to still use the same GP as above and just change the home page link.

Does this seem to be the correct way to go about this?
