Missing options in GPO editor

I am setting up policies in a new domain, the domain is for students learning about Windows server and, as some of them are going to be unfamiliar with the impact of shutting down a DC, and it is way too easy to accidentally restart/shut down a server thanks to the layout of the power options, I want to remove this option.

In our production and test domains this was done using a GPO that set the"Remove and prevent access to the Shut Down, Restart, Sleep, and Hibernate commands" but in the new domain I cannot find this option.

The prod and test domains are still running at 2008 R2 functional level while the new domain is 2016. I have installed the latest ADMX update but this option is still not found.

Has this been removed, and if so which brainbox decided to do that? If it has not been removed why am I not able to find it?
