How to add a secondary language for active directory users

Hello

I have installed and configured windows server 2016 in my organization and the are users are joining the domain. but we have about 1200 users and this made it difficult for setting things up.

one of our obstacles is the language. all of our users need Persian language for their routine works such as letters or other stuff.

Is there any solution in GPO or any other services to automatically add a second language for the new user profile in domain while its loading for the first time??
