Unable to disable start context menu - GPO/Win 10

I am trying to disable the start button context menu. We have a group of users that are going to be using very locked down computers for production and dont want them to be able to get into the right click options of the start menu. 

I have tried to disable it from the local group policy, as there is only an option for disabling the task bar context menu from the domain controller GPO. But i am still able to access it. 

i have also tried the NoViewContextMenu and the DisableContextMenu and NoTrayContextMenu keys for the user and local computer. Somehow i am still able to access the menu with a standard test user account. 

since there are several of these production computer being put into place i was hoping there would be a better solution to block the individual user while leaving the menu intact for admins but the only options i have really seen were to remove from the WinX folder. 

Server is 2016

PC is win 10 build 1809

Any help anyone can give would be super appreciated.
