GPOs were not applied because they were filtered out

- Created a GPO and filtered a security group with Computer A in this group, so the gpo only applies to Computer A.
- Attached the GPO to Test-OU.  Test OU has 3 computers in it along with Computer A.  All servers 2016
- The GPO is applied to Computer A successfully
- When I run gpresult /scope computer /v on any other computer in that OU I notice the GPO is not applied (which is what I want) BUT
the filtered GPO do not appear under (The following GPOs were not applied because they were filtered out).

Why is the GPO not appearing under (The following GPOs were not applied because they were filtered out)? I have rebooted the 
computers few times since yesterday.
