AGPM 4 Re-deploying inserts Authenticated Users

Question on this. When a policy is Controlled, and you want to edit something.

You Check it out. Then you edit it, then you check it in. When you refresh you do not see the change you made until you then choose Deploy. BUT when I do that it removes whatever I had under Security Filtering and adds in Authenticated Users. So if I have a policy applied at the domain level and do this and have it set to a particular security group and check out, edit, checkin, and deploy it takes out the security group and adds in authenticated users instead.

As you can imagine what issues that causes. Am I doing something wrong or is there a way to prevent it from changing whats already in the Security Filtering?

I also wish there was more granularity for the permissions in change control under the Production Delegation Tab. For instance change security but not edit.
