GPO Software Installation policies are applied but only work with gpupdate force in Win10 (Win7 pcs work fine!)

Hey,

Anyone has seen something like this?

If I check what policies are applied, I can see the Software Installation there (so apparently all good). 

If I restart the computer or any other way, nothing works BUT manually use gpupdate force. Only when I use gpupdate /force and then restart the pc - the software is installed.

UPDATE #1:

I found out the installation works in workstation with Win7 without gpupdate /force, But the installation doesn't work in workstations with Win10 after a regular restart, only when I use gpupdate force then it works in workstations with Win10. 

UPDATE #2:

When I do this on win10 pcs, it does solve the problem: (but is there better way?)

1) Open the Registry Editor on a problematic Windows 10 machine

2) Navigate to HKLM > SOFTWARE > Microsoft > Windows > CurrentVersion

3) Delete the "Group Policy" folder

4) Reboot the machine
