Help with a GPO/Loopback Policy config

I set up a new GPO Policy to lock the computer after 12 min/720 sec.  I used both computer Configuration and User Configuration.  I am working with all Windows 10 1903 PCs.

I first used the User Configuration Policies\Administrator Templates\Control Panel\Personalization\Screen Saver Timeout\720.  This by it self did not work.  Then I added in Computer Configuration I used the following a registry change HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System\InactivityTimeoutSecs\REG_DWORD\720

This worked but my supervisor said he didn't like that I used the registry, because if we wanted to move the computer out the OU that the changes would stay in the registry.    How can I get this to work and still do what he wants?  I have looked a doing a loopback but am not sure what to do with it for sure.  Any help would be greatly appreciated!
