Add workstations to domain right

I need to specify the right  " Add workstations to domain " as any authenticated user can join the domain or dis-join the domain 

I have tried edit the default group policy editor >computer configuration > polices >windows settings > security settings > local sittings > user right assignments and define "add workstation to domain to a administrator and still the same

and i did gpupdate /force and restart the machine and still the same:
