Redirected Files from One Server to Another is not moving the data

I am trying to move my redirected folders from an old server to a new one. The sever destination is shared and everyone has access rights.

Current Settings in the GPO:

Enable optimized move of contents in Offline File cashe on Folder Redirection server path change: Disabled

Document Properties:

Folder Redirection > Documents > Setting Advanced (Specify locations for various user groups)

Group:  Domain Users                   Path: \\old_server\Home\%USERNAME%\My Documents

Settings Tab:

  1. Grant the user exclusive rights to Documents – unchecked
  2. Move the contents of Documents to the new location - unchecked
  3. Also apply redirection policy to Windows 2000, Windows Server 200, Windows Server 2003 operating systems – checked
  4.  Leave the folder in the new location when the policy is removed – checked

So, on my test accounts are creating the folders but not moving the data. What is preventing the data to be moved over?
