Policy Not Applying

I created a COMPUTER only policy to push out an application. Running gpresult /r at my test workstation shows it is not being applied.

• On the delegation tab I un-checked Apply Group Policy on Authenticated Users during the testing phase.
• I linked it to the OU containing my test computer
• Under the delegation tab I gave my test user and test computer read and apply group policy rights.
• On the scope tab I see my test user, test machine and test GPO.

I THINK it my not be applying because I have the Allow box un-checked by Authenticated Users on the delegation tab.
