Remove icons pinned to TaskBar by group policy

I have 2 icons, Internet Explorer and Windows Explorer, that are pinned to the taskbar just to the right of the Start Button. I have stopped and disabled Group Policy service from running and manually removed or changed most of the settings in the Registry under HKEY_CURRENT_USER\Software\Policies\Microsoft and also in Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft as well. I even found a location in the default profile and my profile where the icons were stored and deleted them.  Finally, I removed all of the Group Policy folders located in the C:\Windows\System32 folder.  Every time I either log off or reboot, these 2 icons reappear, but all of the other changes I made to group policy remain.  Where is the file system or registry would I find an entry to permanently delete the 2 icons from returning every time I reboot?
