Group Policy Firewall Rule Not Applying

I have set my enforced group policy object to enable the administrative template "windows firewall: protect all network connections", however despite all my efforts it doesn't work.  My machine's firewall is off and despite many rsop.msc's, reboots, gpupdates and gupdate /force's no firewall is enabled.

When viewing rsop, I don't see the rule at all.  When I view the settings in the group policy management console, I see that the setting is there and set to set the firewall to enabled.

What should I do next to troubleshoot this?

EDIT:

I see the setting is actually in computer config\policies\windows settings\windows firewall with advanced security, and I already had domain, private, and public profiles enabled.

EDIT 2:

It works if I set the settings on the policies that apply to my machine.  There is an OU that contains all of our computers.  If I apply the firewall policies to that group policy object, everything works.  The policy doesn't work if I apply it to the policy object that's applied at my users OU.  What gives?
