Remove and assign new policy - rsop startes old policy still in play

I have a user whom I wish to remove from a policy with folder redirect. The folder redirect states leave data alone (do not move). I have a new server setup with a policy for folder redirects to it. It is also setup as (Do not move data). I removed user and the computer from group that is too the old policy. Added user and computer to new group thats for new policy. RSOP still states the old policy and not the new policy. GPUPDATE fails with not reading sysvol gpt.ini file. If I setup a new user and place them in my new group to new policy it works fine. I can see the folders getting created from the new policy redirect. They are: My Documents, Favorites and Desktop. Video, Pictures, Music and such are follow My Documents. The failure was something to do with not being able to read the policy object gpt.ini. I can browse right to that location without fail. I have name resolution so I can't figure out how to setup a user to a new folder structure. I'll then copy the users data to the new location myself.
