Home Page GPO keeps resetting

I'm working on a new AD deployment for my organization and I'm trying to reset my browser's home page by GPO to my company's website.  On working with a consultant I've set the "Important URL's" GPO setting and pushed it to systems, and initially everything looked like it deployed correctly.

Within days I started seeing problems.  What started happening is that pretty much "everyone's" home page started seemingly at random reverted back to MSN, which is also odd because when I pushed my IE installation I also preset the home page to my company URL.  If I do a GPResult /H report everything indicates that the home page policy is active and applied correctly.  Now if I do a gpupdate /force the policy does update and the home page changes to my company's website as expected.

Now if I log out and back in as the same or different user the correct home page displays, but if I shutdown/restart the system the home page resets to MSN until I force a GPUpdate again.  Also, upon inspection of the other settings pushed by this GPO, it appears that only the home page setting acts flaky, everything else seems to apply correctly.

I do leave my General tab open to my users to edit, but I'm positive that they are not changing the home page to MSN as it is entering the system default string and not just a www.msn.com to the home page, plus with how many calls that I get about this it is obvious that they don't know how to change the home page anyway.  Also, if I manually change the home page to my company's page it also at random seems to reset to MSN again.
