Windows 8 - Preferences

I am trying to add a Shutdown shortcut as described here:http://skatterbrainz.blogspot.com/2012/11/deploy-windows-8-start-tiles-using.html

It creates the shortcut but it isn't being displayed on the start screen.

I created other shortcuts and placed them in C:\ProgramData\Microsoft\Windows\Start Menu\Programs. Some of them show some of them do not.  For example I create 3 shortcuts to favorites, only 1 shows any ideas?
