Setting Proxy - IP Item-level Targeting and Internet Settings Group Policy Preference

We are using the Internet Settings Group Policy Preference to set the Proxy Server...

User Configuration > Preferences > Control Panel Settings > Internet Settings

 

...and have set Item-level Targeting to go after a certain IP range as we do not want to apply this setting when the user is visiting other sites.

The GPP applies and works as it should as if the user is on that IP range it work fine. If that IP or IP range is removed from the ILT it also appears to work fine ...but when a user has been on that IP range and then connects to a home network or whatever, it still tries to use the proxy and does not remove the proxy setting.

No other GPO’s are currently being applied, but this will be locked down so it cannot be changed or amended by the user.

System…

-          -Windows 7 (x64)

-         -Internet Explorer 8

 

The only options set for Internet Settings are …and are green where applicable...

-         Connections  > LAN Settings > Proxy Server > Use a proxy server for your LAN (Checked)

-         Connections  > LAN Settings > Proxy Server > Address: xxx.xxx.xxx.xxx Port: xx

-         Connections  > LAN Settings > Proxy Server > Advanced > Exceptions

-         Connections  > LAN Settings > Proxy Server > Bypass proxy for the local addresses (Checked)

-         Common > Item-level targeting (Checked)

-         Common > Item-level targeting > Targeting > IP Address Range – the IP address range is xxx.xxx.xxx.xxx – xxx.xxx.xxx.xxx

So basically if a user connects to the network on a certain IP the proxy setting is applied, if there on an IP that’s not in the range the proxy does not get applied ...I have tried various settings but to which all have failed, including an hotfix ending in 222 I think?? …how would I achieve this, using this method only?
