Can change the Default Picture, but how to do per person?

I have managed to change the default picture for ALL users on Windows 7 and 8 but, my question is...

How do I for instance add a different picture for different users?

Here is the scenario:

I have a folder with a Headshot Photo of each User in my Company.

I would like to add each users photo to their PC when they Logon.

So when Jane logins in, instead of having the same default as everyone else, she has a picture of Jane.

Is this possible, and what is the simplest way of doing so?
