setup firewall rules for windows XP, windows 7 and windows 8 from a windows 2003 domain

I have the need from a customer to set firewall rules for Windows XP, Windows 7 and Windows 8 via a group policy. 

Setting up the rules from the default windows 2003 server templates do not create consistent applicable rules for the three different operating systems. 

Are there any good directions on how to create templates for these three OS's and how do I keep the GP's from mixing together?

I need to solve this for the customer now, but also have it work properly as they migrate to windows 8 and windows 2012 AD. 

My policy need is very basic: these settings from a 2003 group policy some computers act normally, some do not allow the enabled options to function.

  • Windows Firewall: Allow local program exceptions  Enabled

  • Windows Firewall: Allow file and print sharing exception  Enabled.

  • Windows Firewall: Allow ICMP exceptions  Enabled.

  • Windows Firewall: Allow Remote Desktop exception  Enabled.

  • Windows Firewall: Allow local  port exceptions  Enabled.
