Files go offline even though servers are not, and still accessible via mapped drives and run menu

I keep randomly having users get the grayed out with x over them icons on files they were trying to open, which were in a folder with files that she could open.  could \\ to the path and the files still wouldn't open.  Tried a restart still couldn't open the files (and it appeared new ones grayed out too).  Then I clicked the "work online" button in the toolbar and they could then open all the files. 

Are there some GPO settings that might possibly help with when Windows 7 thinks that files should be offline, or whatever would cause this scenario?  Our desktops are Win7 with all the latest patches, the servers are Server 2003.
