computer side msi deployment not apply user side config does.

working on deploying some software for clients. gpresult server side shows the msi applied but it indeed has not applied. no software was installed on any of the machines. when i check the client side rsop. it shows for computer configuration no settings defined. .... I made the gpo, enforced it linked it via unc. i have read access to on clients.. not sure whats going on..
