Unable to change windows password

Hope you guys would be help me out as this problem is driving me nuts....

Random users are unable to change the their password via CTRL+ALT+Del as the error message is that it does not meet the password complexity requirements.

A password policy is in place but I can assure you that I've pretty much tried all possible complex passwords but to no avail. Currently, I've created a new OU > created two separate OU's for the user and Computer and moved the machine into the computer OU and created a few test users in the users OU > Blocked inheritance from the DDP > Created a separate OU and configured the GP....

The command completed successfully.

I've run a NETDIAG and DCDIAG and all came out as "Pass". So no conflicts or replication errors

Site Info:-

I am running on a windows server 2003 enterprise (Fully patched) and clients are running on a mix mode of XP and 7

Multiple sites with a replication time of less than 10minutes between the DC at each site and no WMI filters in place

Domain Functional Level - Windows Server 2003/Native

Client OS - Windows 7 and with SP1
