Fine-Grained Password Policy in Windows Server 2012 Not Applying

Hi,

I have created two seperate password policies in the Password Settings Container.

For each I have applied to a seperate Security Group in AD.  Once called High Security Password Policy and one Low.

However the policies dont seem to be applying when I add users to either of those groups.

Within the Password Settings Container do I have to apply the policies directly to users?
