Can domain policy block personal certificates from being added?

We are having an issue here at work. We have Server 2008 and we think our domain policy is over riding the ability for our Windows 7 IE 8 PC's to be able to get new or even import existing Certificates of any type (Trusted Root, Personal, any of them). I have tried to go into the MMC and make a new console, save it and then add them in with the user as an Administrator to the snap-in and still no luck with getting them to the user's Personal Certificates. We are trying to use BAE portal. I have confrimed that a computer built never attached to our network will work fine. But when I connect the comptuer to our domain and it gets the Group Policy it stops working. Any Ideas? I have tried to find settings Group Policy but haven't found anything that would block this. Thanks!
