where is 'Set roaming profile path for all users logging onto this computer' on 2003?

I have a 2003 DC and want to create a policy for computers (or users) in a certain OU that sets the roaming profile path.

I see lots of roaming profile items in AD but I don't see 'Set roaming profile path for all users logging onto this computer"

I want users who log into this test system (VDI/Windows 7) to have a specified roaming profile area.  I do not want to add the roaming profile data to the user object.  This will mess them up in their existing production systems.
