fail to apply IE security zone lists

Use to apply these zone lists through GPO with "Internet Explore Maintainence" prior to IE10. With IE10's arrival I am moving to computer configuration administrator templates. I set the "Site to Zone assignment list" and assigned the GPO to a group of computers. When I do a "gpupdate /force" on the clients the security zone lists won't take but all other IE settings I have configured do. I get "Windows failed to apply the Internet Explorer Zonemapping settings." RSOP on target machines show all the zone settings properly set on the computer config side just as I defined them. "gpresults /h" on the other hand shows references to the old GPO's GUID that use to use IE Maintenance on the user config side. That GPO has been deleted but looking at the target machine's registry there are still plenty of references to it.

So I created a new user profile on one of the target machines to have a clean registry on the user config side. After another gpupdate "gpresults /h" shows my policy as denied with reason as "Empty" and nothing is listed in the machine configuration however all my other IE settings within the same GPO are being applied properly when I check IE's options. The security zone lists are the only ones that are not.

Been working on this for several days and can't figure out what's going on.
