Windows Server 2012 Maximum size of Active Directory searches not working

I have a 2012 RDS server that I'm trying to prevent AD searches.

I have set the GPO Maximum size of Active Directory searches to 0 and yet still returns results.
I also set the registry entry HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Directory UI\QueryLimit to 0 and still can search.

All other policies are applied fine, just not this one.
