How to apply WinXP/2003 settings that don't exist in a 2008 Environment - NTLM Client/Server Security

I need to apply ALL FOUR options for "Minimum session security for NTLM SSP Based servers(and clients)".  Windows 2008 does not have the options for "Require message integrity" and "Require message confidentiality".

So I loaded GPMC on an old Win2k3 box and created the policy in the domain with all four options.  Unfortunately only the Win2k3 box sees the options correctly - whether by GPMC or by RSOP.  I am applying this to mainly Win2k8, R2, and Win7.

I am looking for a reg value of NTLMMinServer(or client)Sec equals 537395248.  The best I can get with Win2k8 options is 537395200.

What am I missing?  Is there some reason these options are no longer applicable perhaps?
