Default User Account Picture & Interactive Logon Policy conflict- Windows7

Hi,

I have acheived applying the Default User Account Picture for all users by applying the policy Computer Configuration --> Admin Templates -->Control Panel --> User Accounts --> Apply the default user logon picture to all users (Enabled) And changing the %programdata%\Microsoft\UserAccountPictures\user.bmp to my custom user.bmp.

It works fine, except the fact that during Logon. for e.g. I can login by pressing Ctrl+Alt+Del, I see no Default Account Picture (Blank Blue Square). Once Logged in and then when I lock the computer, I see the Default Account Picture(User.bmp) on the Ctrl+Alt+Del screen.

After some digging, I found that I also have "Interactive Logon: Do not display last user name" policy enabled which could be causing this.

I need to keep both of these policies as part of my requirement. Has anyone managed to find ways around this? I don't want to create 2 policies to apply in order either if that could be the solution.
