Setting that removes logon as service

I have SQL and System Center service running as a domain user account. Every time I reboot the server those services cannot start due to log on failure, I have to go to the properties of one and enter the password to get the "allow log on as service" attribute to be applied again so I can start the service. I put the server in its own OU and removed the default policy and I think this has fixed the issue (only did one reboot). What setting in the GP would be removing this user access every time?
