Folder Redirection not redirecting AppData

Argh. I've got a Server 2012 essentials ProLiant N40L and 10 laptops in a small office environment, with the server acting as DC, DNS, network storage, the works.  I borked things up with the DNS server trying to get Anywhere Access to work, so I decided to just format and reinstall from scratch.  Everything seemed to be going fine until trying to re-implement Folder Redirection.  With the exception of administrator accounts, it wasn't working at all - I could log on, but user folders weren't even being created under Folder Redirection on the server, and I was getting a slew of "access denied" and "cannot complete this function" errors in the event log for the GPO.

Finally I found a tip about making sure to disable both "Give users exclusive access to files" and compatibility with Win 2000+ in the Folder Redirection group policy for documents (they can both be enabled or both disabled, but not one and the other).  After doing that and removing and re-adding the user accounts, things seemed to work - gpresult shows Folder Redirection implementing without any errors, and documents saved on one machine show up for the user on another.

The problem comes when logging on to a new machine after a user has already been set up. First, the "Hi" screen comes up, as if it's the first time the user has ever logged on.  And then, even after configuring Outlook on another machine, Outlook starts up as if it's never been configured.  So basically, it seems as if the document folders are redirecting properly, but appdata isn't.  The frustrating thing, though, is that I'm not seeing any errors, so I don't even know where to start troubleshooting!

This is a big problem for us because only one person (the boss) has a dedicated machine - everyone else uses all the machines, and they each need to be able to use Outlook from any one of them.  I've been wrestling with this for 2 days and haven't been able to set up everyone's Outlook accounts, and come 9 am I'm going to have a lot of people who can't check their e-mail :(
